Bug Description

Hi, I think can be good to have Ubuntu specific changes for all new uploads that remove a package with some Debian specific things with the Ubuntu one.
Remove of desktop-base was already done on previous Ubuntu upload, but I think is "incomplete".
So I tried a more complete one preparing Ubuntu 24.04 installation for my workstation (that I use starting from a minimal install).
With these 2 commits should make possible have minimal cinnamon installation (using cinnamon-core) with Ubuntu specific wallpaper and packages for them and not the Debian ones:

After can be removed also the bad things of ubuntu-cinnamon-environment postinst that remove files of other package with rm ( https://github.com/ubuntucinnamon/ubuntucinnamon-environment/blob/master/debian/ubuntucinnamon-environment.postinst )

I added to notify as I saw you did a previous Ubuntu specific upload that did partially the changes proposed above.

I think it's a good idea, as long as the Ubuntu patches to the packaging can be maintained.

I don't have ubuntu upload permission, anyway should be small and easy to mantain.
To make also faster is possible to make the default wallpaper file that not change name any new Ubuntu version, but only the file content?
ubuntucinnamon-wallpapers was also not updated for plucky actually

I don't know if need to change also maintainer to block autosync of new version.
I also don't have permission to upload on Ubuntu.
