Ubuntu base testing download links sometimes don't work - 404 error

Bug Description
This applies to all the ubuntu base ISO smoke tests.
It's not uncommon for the download links for these smoke tests to return 404 when clicked on.
It appears that the info in the testing tracker gets updated regularly -- usually daily. However, the files available on the server may be a day or two (or more) behind sometimes, and therefore the download links given in the testing tracker don't work.
The info in the testing tracker needs to match what's actually on the server. Otherwise it's difficult to know if I am testing the right thing and returning valid results.
