24.04 LUKS encrypted USB key no longer works in 25.10

A USB key that was encrypted with LUKS in Ubuntu 24.04 can no longer be read in Ubuntu 25.10.

The error message is:

This location could not be displayed (in file manager).
You do not have the permissions necessary to view the contents of "usb key name".

Note that both the user ID and group ID numbers in 25.10 had to be changed to match those of 24.04.

Could you kindly offer any suggestions as to how to solve this critical problem?

I reinstalled the entire 25.10 OS and then created the new user that owns the USB data of interest.

Under these conditions, everything worked fine.

It turns out that package hardinfo2 creates group 1001 which interfered.
