Add egress proxy support for librarian’s upstream mode

When http_proxy is configured, the librarian now connects to
the upstream through the specified proxy.
This implementation currently supports only HTTP requests to
the upstream. For HTTPS requests, a TunnelingAgent must be
used to establish a CONNECT tunnel for secure proxying.

Fix the link enablement tests

The link enablement change had affected tests in various places across
Launchpad. Since that commit changed the logic behind the link
enablement by makin all the recipe links available, I had to change
these tests to also expect enabled links all the time.
