Pawbert cold home and broken friendships — may this kitty turn from evil and walk the right path. (This is a practice piece; I realized the action lacks tension, but I don’t know how to fix it.)

Maybe it's because at his worst, he is doing a thing that is wrong, but is also understandable. Funny enough, that what makes a proper villain.
If he ever gets redemption, I may not sure it will happen in the next movie, or if done properly at all. Another writer may not get what made him so appealing, so unfortunately, they might double down on trying to convince he is evil, for example.
But if I ever wrote him? I would make a spin off focusing on his own adventures, where he manages to break his family out, but in turn, ends up working with a bunch of people in order to do so. Before long, he manages to get what he needs, but doing so will break the heart of those mates...but this time, he would manage to see it.
Before, he knew what he does is wrong, but he puts his wishes above that. If it can be made clear enough, then he might finally start second guessing his family.
