Comments on Access Element:

 - The 3.1.1 key  should be optional and not required. In the absence of an
access key the user agent should assign the key. That is not clear.

- Regarding the mouse events and the raise property in the access element:
A potential challenge: Regarding click, the user agent will need to load
the mouse parameters for screenX, screenY, etc. associated with the
element. We should consider where the click should occur in the element.
